Culture Recovery Fund for Cultural Organisations in England Affected by COVID-19 to open soon

A new £500 million Fund aiming to support cultural organisations struggling due to the COVID-19 crisis will open for applications on 10 August 2020.

Cultural organisations in England that were financially stable before the COVID-19 crisis but are now at imminent risk of failure will be able to apply for grants of between £50,000 and £3 million to enable them to stay afloat. Applications are invited from both profit and not-for-profit cultural organisations.

The funding will support organisations over a six months period to ensure that by 31 March 2021 they can reopen, either fully or partially, or be operating on a sustainable, cost-efficient basis until they are able to reopen at a later date. The grants can be used to cover a wide range of costs, including staff salaries; equipment to ensure compliance with social distancing and other public health requirements; temporary storage for collections, artefacts and documents; or debts incurred as a direct result of the COVID-19 pandemic.

There will be two funding rounds, which will run consecutively. Around 75% of the overall budget of the Fund will be awarded during the first round and therefore, organisations are strongly encouraged to apply during the first round, where feasible.

Barton Town Council is following very closely the guidelines put forward by the Government during the Corona virus and also local government advisory NALC and ERNLLCA.  Despite working in very difficult conditions due to this issue, they are doing their best to assist the community, in particular those who are elderly, with health issues and who are in self isolation. Also, signposting local residents to services and information they urgently require on a day to day basis. Home deliveries to urgent, needy cases have also been undertaken.

The town council employs 2 members of staff; there are 12 town councillors (all unpaid) who do not work in the town council office. A number of the town councillors are over the age of 70 with health issues themselves also have to self-isolate. In light of this, the town council are doing their very best to accommodate the needs of the town with the resources available and in partnership working with voluntary groups in the town.  The Emergency Planning Committee Chairman, Cllr Jon Evison has also been out measuring and chalking the public paths outside the Chemists in Barton with 2 metre gaps, so that when people queue outside the chemist they do this in line with the Government’s advice in a safe manner.  Businesses also have to follow the Government’s advice regarding their own health and safety needs of their respective companies and staff.

The town council will officially close down to a summer recess type operation giving delegated powers to the Town Mayor and Chair Persons of Committees (Finance & General Purposes, Community and Environment Committees), for day-to-day decisions. The Planning Committee business to be conducted by the Committee Chairman and the Town Clerk, in liaison with the Committee Members via email and North Lincolnshire Council planning portal. Decisions of a larger nature will be at the discretion of the Town Mayor and the Town Clerk/Deputy Town Clerk, and be circulated to the whole council via email for a view/decision. Should members become incapacitated, their duties will be passed to other members of the town council.

Finally the town council has agreed to set aside £10,000 in the town council’s budget (taken from reserves), as an emergency relief fund to encompass all emergency requirements in the current COVID 19 pandemic.

A £5,000 donation to be made immediately to The Ropewalk, to support the emergency meal system to the elderly in the town during the COVID 19 pandemic.  The budget to be taken from the emergency relief fund as mentioned above.

Due to COVID 19, Barton Bike Night has been cancelled this year.  The town council made a £2,000 provision for the event in the 2020/2021 financial year budget that is no longer required for this.  The £2,000 to be re-allocated as a donation to support the current crisis for the Barton Foodbank, to assist provision of food supplies for families in need in the town.

Bereavement support
Grieving can feel isolating enough without social distancing. Many people bereaved during lockdown have been unable to properly say goodbye to loved ones, comfort or even hug each other. If they can’t get the support they need, they will be more likely to struggle with the long term effects of grief.

TOWN AWARD 2020

 Barton-upon-Humber Town Council is seeking nominations for the Town Award, which is presented annually to a resident within the community for work or action of merit.  This will be a small thank you to the people who have helped our community or members of it, without expectation of reward or thanks.

The Award is a silver cup to be held for one year, together with a certificate and a keepsake, the award will be presented by the Mayor of Barton.

Barton-upon-Humber Town Council are again looking for nominations for this award, from anyone who knows of a person they think deserves recognition, they  must live in the town or work voluntary with a Barton organisation/group to be eligible and can not be a town councillor or officer.  If you know someone, who has served the community in some way, for example:

Service within an organisation for many years,

Action over and above the call of duty,

Helping the aged, or infirm,

Guiding and helping youth and children,

Actions of courage, or,

Any relevant contribution to our community or persons within it.

In addition to a period of prolonged wet weather over October, Lincolnshire has received the entire November average rainfall in just 2 weeks. This has resulted in heavily saturated catchments, elevated river levels and in some places elevated ground water levels. In a number of cases, record river levels have been documented.  We are expecting more rain of over the winter period so the risk of flooding remains high.

We will continue to operate the flood storage reservoirs around Lincolnshire where necessary and are discharging main rivers out to sea to bring down river levels. Our flood storage reservoirs have already protected over 8000 properties from flooding.

We are working with our partners, such as the Internal Drainage Boards and NFU, to manage the impact to agricultural land and livestock farms. Our teams are also on the ground assessing urgent repairs to damaged or over-topping defences across the county as well as understanding the longer term options for recovery from the flooding.

We ask that people avoid walking along flood banks, using low lying footpaths near local watercourses and plan driving routes to avoid low lying roads near rivers, which may be flooded. Don’t drive through flood water, just 30cm is enough to move your car and risk your safety.

Flood water can contain sewage and other harmful substances. Where possible avoid contact with, and keep pets away from, flood water. Always wear waterproof clothing, gloves, wellington boots and a face mask if contact is unavoidable.
